General Consulate functions and prerogatives according to Libyan laws

General Consulate functions and prerogatives according to Libyan laws, treaties provisions, and international norms, without prejudice to the legislation and practices applied in country where they work, are:

 

1-Registration of birth and death for Libyans who live in the jurisdiction of the consulate.

2-Authentication of documents related to personal status, such us marriage act and certification, divorce pronouncement, revision, and certification, and all pronouncements related to personal status, if all the concerned persons or one of them is holding the Libyan nationality.

3-Edit heritage documents after completion of necessary procedures.

4-Authentication of documents issued by Libyan institutions or citizens, or some transactions for Libyans or foreigners related to funds inside the Libyan state.

5- Certification of Libyan citizens’ signature on customary documents and confirmation of these documents dates.

6-Issue certificate of existence for Libyan citizens or foreigners, if they need to use it in Libya.

7-Issue passports, travel documents, renew it, and any other related procedures, issue visas on passport and travel documents for foreigners.

8-Take all the precautionary measures on Libyan citizens funds, deceased in the jurisdiction of the consulate, especially for those whose heirs are absents, have limited or non-existent capacity, and have no legal representative, the consulate should represent those heirs before the justice.

9-Completion of decedents transfer procedures of Libyan citizens living aboard, pay burial fees, preparation and transfer of the corps to Libya, respect the urgent and necessary obligation of the decedents to obtain and preserve the funds.

10-Receive the wills, preserve it or cancel it; provided that the will is official or completely written by the hand of the concerned and signed by him or if the will is bearing a certified will. A record of receipt signed by a member of the consulate, the concerned person and two witnesses; the envelope were the will is put is sealed.

11-Deliver an official copy of the documented edited translated in the language of the state where their work is carried out and a copy translated into Arabic for the documents edited in the language of the country.

12- Authentication of signature of documents edited by the authorities of the country where their work is carried out, if these edited documents are to be used before the Libyan authorities, and authentication of documents  edited by the Libyan authorities to be used by foreign authorities.

13- Endeavor to resolve conflicts arising between Libyans and foreigners by peaceful means.

14-Carry out arbitration in conflicts between Libyans living in the jurisdiction of the consulate, on condition that the parties to the conflict renounce under the submission to all the appeal means against the arbitral award.

15-Take the necessary procedures to pay the fees related to transfer of Libyan citizens wishing to do so, according to the conditions and the restrictions issued in this matter.          

16- Contact the administrative and legal competent authorities in the country where it is accredited to ask the (temporary) detention of the criminals requested in the Libyan state, and take the necessary measures for their extradition.

PASSPORT RENEWAL


  

 Requirements

  •  Fill out a passport renewal form and bring it personally.  Download it here.
  •  Fill out a registration form for Libyans residing abroad.  Download it here.
  •  Bring passport to be renewed.
  •  2 x official passport photos.
  •  Fees are paid only in cash  €15.00.

 

ADD CHILDREN TO PASSPORT


Requirements:

  •  Bring the family book if any, or the original marriage contract issued in Libya or by the Brussels Islamic Center.
  •  Bring passport to be added to and a photocopy of the parents' birth certificates (father and mother.)
  •  For the new passports BLUE EDITION, 2 x passport photos of the child/children.
  •  Fill out an add form.  Download it here

  

  Note: Add children to passport its same as passport renewal form
  Adobe Reader is preferred to download the form through the computer.
 

A TRAVEL DOCUMENT

*Please note a travel document is valid for one way trip (return only) to persons whose passports have been lost.

Requirements:

  •    Request in writing.
  •    Report of lost passport issued by the police station.
  •    Copy of the missing Libyan passport if available and birth certificate.
  •    2 x official passport photos.
  •    Purchase a specific ticket with departure date and route. 

 POWER OF ATTORNEY

  • Required :-
  •  Fill out the power of attorney form and bring it personally.
  • Attach a copy of the applicant's passport.
  • He shall ratify the power of attorney in the presence of his personal owner.

Visa

 Libyan citizens holding foreign passport

Terms and requirements:

  • Submit visa application attaching all required documents. Download it here
  • Submit –along with the application- applicant passport valid for not less than six months.
  • Tow photos of the applicant.
  • Copy of one of the following :
    1. Libyan Passport.
    2. Family Book.
    3. Birth Certificate. 
  • Visa fees: € 60.00.
  • Fees must be paid in cash and NON - REFUNDABLE.

Visa for non-Libyan spouse 

Terms and requirements

  • Submit visa application attaching all required documents. Download it here
  • Submit –along with the application- applicant passport valid for not less than six months.
  • Statement of consent from the Libyan spouse.
  • Copy of the Libyan spouse passport
  • Copy of Marriage Certificate.
  • One photos of the applicant.
  • Visa fees: € 60.00
  • Fees must be paid in cash and NON - REFUNDABLE.

Official Delegations

Service Description:
The Service is to provide an official visa for official delegations, to meet with officials from the State officials, the ministry of foreign affairs, and officials from ministries, governmental authorities and institutions, or to attend conferences held by ministries, authorities or institutions.

  • Verbal note.
  • One photos of the applicant.
  • Photocopy of the passport.
  • Applicants must apply in person.
  • Visa is granted after 10 working days from the date of submission of the application.
  • Visa fees: Free of charge. For diplomatic and Private Passports.

Business Visa 

Service Description:

The Service is to provide a business visa for businessmen and known commercial figures, to visit Libya to improve investment relations between their countries and the State of Libya. 

Terms and requirements:

  • Submit visa application attaching all required documents.Download it here
  • Submit –along with the application. Applicant passport valid for not less than six months.
  • Health insurance with coverage that includes Libya, ( Translated into Arabic).
  • Letter from the employer to indicate the nature of the trip to Libya and covering all expenses for the duration of the Journey, ( Translated into Arabic).
  • Invitation letter from the desirable destination to Libya.
  • Bank statement for the previous month.
  • Photocopy of the passport.
  • One photos of the applicant.
  • Hotel reservation in Libya.
  • Return ticket to and from Libya.
  • Applicants must apply in person.
  • Visa is granted after 10 working days from the date of submission of the application.
  • Visa is granted after the arrival of the approval of the donors directly to the Embassy.
  • Visa fees: € 60.00
  • Fees must be paid in cash and NON - REFUNDABLE. 

Tourist Visa

Service Description:
This service enables tourists who wants to visit the Libyan state, to identify the features of Libyans historical, social and cultural rights or to visit families or friends.

Terms and requirements:

  • Submit visa application attaching all required documents. Download it here
  • Submit –along with the application- applicant passport valid for not less than six months.
  • Invitation letter to visit Libya through an official travel agencies adopted in Libya along with the names of tourist groups.
  • One photos of the applicant.
  • Photocopy of the passport.
  • Applicants must apply in person.
  • Visa is granted after 10 working days from the date of submission of the application.
  • Visa is granted after the arrival of the approval from Libya along with the names of tourist groups.
  • Visa fees: € 60.00
  • Fees must be paid in cash and is NON REFUNDABLE.

Re-issuing a Visa

Service Description:
This service enables individuals who previously obtained an visa through Libyan Embassies or consulates abroad to be given a new visa to enter the country.

Terms and requirements:

  • Submit visa application attaching all required documents. Download it here
  • Submit –along with the application- applicant passport valid for not less than six months.
  • Health insurance with coverage that includes Libya, ( Translated into Arabic).
  • Hotel reservation in Libya or an invitation by an official travel agencies adopted in Libya.
  • Bank statement for the previous (6) Six months.
  • One photos of the applicant.
  • Photocopy of the passport.
  • Return ticket to and from Libya.
  • Applicants must apply in person.
  • Visa is granted after 10 working days from the date of submission of the application.
  • Re-issuing Visa fees: € 60.00.
  • Fees must be paid in cash and NON - REFUNDABLE.

ATTESTATION

 

All documents (Commercial Transactions and Other Documents)

  1. Documents should be translated to Arabic and notarized before a local notary public.
  2. Documents should be indicated by certificate of origin (Name and quality of goods, invoice number and value)
  3. Certification of the Seal of your State must then be obtained from the Department of State Authentication Office or chamber of Commerce.
  4. The Certificate of Origin, the Invoice, and other certificates pertaining to  goods for export should be submitted as separate and individual documents (not attached together as one document)
  5. The invoice number should be indicated in the corresponding Certificate of Origin.
  6. The Certificate of Origin and Invoice  shall clarified with the country of origin .
  7. The Certificate of Origin and Invoice must be exactly the same as the original.

Note:  

  • The following declaration shall be mentioned in the appendix to the separate certificate.
  • (We certify that the goods mentioned in this document are not supplied or made by any company or branch of any listed company on the Blacklist of the District of   Israel or by any company that invests Israeli capital.)   
  • Add the invoice value rounded to the nearest €5 and below (for example €62.000 it will be pay €65,00)

Fees:

  • Authentication of Certificate of Origin: €25.00
  • Authentication of Commercial Invoice:€ 25.00 and €1 paid for each amount of € 1,000>
  • All other Legal Documents: € 25.00/each (E.g.-Power of Attorney, Articles of Incorporation, Health Certificate, etc.)
  • Authentication of Diplomas and School Credentials for Libyan Students: FREE provided with copy of Libyan Passport/Birth Certificate
  • Authentication of Diplomas and School Credentials for non-Libyan citizens: € 25.00

Fees are accepted in CASH ONLY, payable to Libyan Embassy in Euros Money only.
